According to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 678 dated 10/30/2020, the Program of measures to improve the legal culture in society for 2020-2021 was adopted. Paragraph 16 provides for the launch of the Gender Madad e-legal advisory project to ensure equality between women and men in society and prevent oppression and violence against women. In August 2021, the Ministry of Justice developed the electronic legal platform “gendermadad.uz” and launched it on March 1, 2022.

In accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 741 "On measures to further improvement of the system of legal aid and providing people with legal information" on September 6, 2019. The Ministry of Justice of the Republic of Uzbekistan on September 12, 2019 registered Madad institution as a non-governmental non-profit organization (NGO).

The primary goal of "Madad" NGO is to contribute to raise the legal awareness and legal culture of people by providing them with free legal aid online (Advice.uz) and face to face.
