Obligations of foreign citizens and persons inviting them during their stay in Uzbekistan
Obligations of foreign citizens
- to comply with the legislation of Uzbekistan;
- carry out permanent or temporary registration;
- notify the host organization about the place of residence, as well as persons who invited them to Uzbekistan on private matters;
- move only on the territory of Uzbekistan, allowed for them to visit;
- have passports or documents replacing them with you and present them at the request of representatives of the competent authorities
- in case of loss of the passport must immediately inform the host organization and / or the internal Affairs bodies
Obligations of persons and organizations who invited (host) foreign citizens
- timely explanation to foreign citizens of their rights and obligations;
- exact fulfillment of the established legal norms in relations with foreign citizens;
- appropriate registration of foreign citizens (except for individuals who invited them in private affairs and provided them with living space for non-commercial purposes)
- temporary registration;
- exit from Uzbekistan after the expiration of their period of stay.
Obligations of the administration of accommodation facilities (hotels, tourist bases and complexes, houses and recreation areas, boarding houses and others)* and medical institutions, as well as owners of other residential areas are obliged to:
independently notify the internal Affairs bodies within 3 (three) days after the arrival of foreign citizens.
Persons who invited (host) foreign citizens to Uzbekistan on private affairs and provided them a living space for non-commercial purposes are obliged to:
- take measures to ensure their temporary residence by:
- notifications with the help of a special Program or personal appeal to the territorial bodies of internal Affairs, if the period of stay of foreign citizens does not exceed 30 days inclusive;
- personal addressing to the territorial bodies of internal Affairs, if the period of stay of foreign citizens exceeds 30 days.
- assist them in leaving Uzbekistan after the expiration of their stay.
The followings are considered as violations by foreign citizens of the rules of stay in Uzbekistan
- non-compliance with the legislation of Uzbekistan;
- residing without the documents on the right of residence in Uzbekistan or on invalid documents;
- failure to comply with the established procedure of temporary or permanent registration, movement or choice of place of residence;
- evasion from departure after the expiration of the period of stay;
- failure to comply with the rules of transit travel through the territory of Uzbekistan.
Rules of movement of foreign citizens in the territory of Uzbekistan
1. Entry to the border zone and areas closed to foreign citizens and their movement can be carried out only with the permission of the internal affairs bodies:
- on the basis of written requests from these organizations for those who arrived through the host organizations;
- on the basis of personal written statements of foreign citizens for those who arrived in private affairs.
2. The procedure for the movement of foreign citizens accredited by the Ministry of Foreign Affairs of Uzbekistan is determined by bilateral treaties and on a parity basis, unless otherwise provided by international agreements to which Uzbekistan is a party.
3. Transit movement is allowed with valid passports or documents replacing them, as well as transit visas.
Foreign citizens who have changed their place of stay in Uzbekistan in violation of the above rules, as well as the rules of temporary residence registration are required at the request of Internal Affairs Department to return to the former place of stay or to follow in accordance with the chosen destinations.
The period of stay can be shortened in the following cases:
1. The period of stay can be reduced in following cases of:
- violation of the legislation of Uzbekistan;
- violation of the rules of stay in Uzbekistan;
- lack of grounds or funds for further stay.
Decisions to reduce the length of stay are taken by the competent authorities of Uzbekistan departments of internal affairs, courts, Ministry of Foreign Affairs and the Ministry of Justice
2. A foreign citizen is obliged to leave Uzbekistan within the period specified in the decision.
Those who refuse to leave are subject to expulsion.
3. Host organizations and individuals, upon the invitation of which foreign citizens stay in Uzbekistan, may apply to the internal affairs bodies to reduce the period of stay and expulsion of foreign citizens from Uzbekistan.
4. The above provisions do not apply to persons enjoying privileges and immunities in accordance with the laws and international treaties of Uzbekistan, as well as the norms of international law.
Expulsion of foreign citizens from Uzbekistan
The basis and period of expulsion
1. Administrative punishment in the form of administrative expulsion is applied against foreign citizens only for committing the following offenses:
- intervention in the activities of the CEC (Central Election Commission), election commissions, referendum commissions;
- violation of the procedure for financing an election or referendum;
- violation of the order of publication of the results related to the elections or referendum;
- unlawful manufacture, acquisition, storage, transportation or shipment without the purpose of sale of narcotic substances, their analogues or psychotropic substances;
- concealment of the source of infection with venereal disease or HIV/AIDS;
- avoiding screening of patients with sexually transmitted diseases or HIV/AIDS;
- bribery of an employee of a non-governmental commercial or other non-governmental organization;
- destruction, extraction of animals listed in the Red book of the Republic of Uzbekistan;
- production, manufacture, acquisition, storage, transportation of poor-quality or counterfeit medicines;
- illegal production, storage, import or distribution of religious materials that also promote national, racial, ethnic or religious hostility;
- production, import, distribution, advertising, demonstration of pornographic products or materials promoting the cult of violence or cruelty;
- violation of the procedure for organizing or conducting meetings, rallies, street processions or demonstrations;
- inclination to participate in the activities of illegal non-governmental non-profit organizations, trends, sects;
- violation of the regime at checkpoints across the State Border;
- violation of rules of stay of Uzbekistan with the subsequent restriction in the right to enter Uzbekistan for a period of 1 to 3 years;
- violation of the procedure for the implementation of activities by non-governmental non-profit organizations;
- violation of legislation on religious organizations;
- violation of the order of teaching religious beliefs.
2. A foreign citizen shall be expelled outside the territory of Uzbekistan after the execution or serving of a sentence imposed by a court for a crime committed in the territory of Uzbekistan or exemption from criminal liability or punishment in cases provided for by law.
* Terms are calculated from the moment of his expulsion (crossing the state border) from the territory of Uzbekistan
Terms of restriction of the right to enter Uzbekistan upon expulsion in cases of a crime:
- 5 years - for committing less serious crimes and that that do not impose great public danger
- 10 years - for committing serious crimes;
- a lifetime - for the commission of particularly serious crimes.

Separate norms during expulsion
The right to appeal the decision
A foreign citizen has the right to appeal against the decision to expel him / her in the manner and on the basis provided for by the legislation of Uzbekistan.
Exceptions
The above provisions do not apply to persons enjoying privileges and immunities in accordance with the legislation and international treaties of Uzbekistan, as well as the norms of international law.
1. A visa issued to a foreign citizen shall be annulled upon his / her expulsion from Uzbekistan.
2. The decision to expel is taken by the competent authorities of Uzbekistan. A foreign citizen is obliged to leave Uzbekistan within the period specified in this decision. Refusing departure in such cases shall be subject to expulsion by force.
3. Host organizations and individuals, upon whose invitation foreign nationals are staying in Uzbekistan, may apply to the internal Affairs bodies for expulsion.
4. The costs of expulsion are borne by:
- the host organization and individuals, upon invitation of which expelled foreign citizens are in Uzbekistan,
- in other cases, including in the case of permanent residence of a foreign citizen in Uzbekistan, the internal Affairs bodies are responsible.
5. Right to appeal the decision
A foreign citizen has a right to appeal against the decision to expel him / her in the manner and on the basis provided for by the legislation of Uzbekistan.
6. Exceptions
The above provisions do not apply to persons enjoying privileges and immunities in accordance with the legislation and international treaties of Uzbekistan, as well as the norms of international law.
